Much of the world’s irrigation water comes from groundwater aquifers. Often, these groundwater resources are unmonitored and unmanaged leading to great potential for overdraft. Such overdraft not only exposes companies and growers to water-related risks, but also can lead to permanent reductions in water availability due to salinization of aquifers and land subsidence. As a common pool resource on which many water users rely and which must be managed collaboratively, ground water is a particularly salient topic for collective action. Collective action can help ensure that groundwater supplies are managed effectively, that growers have a reliable supply of water over the long-term, and that companies with operations and/or suppliers in the area can protect, and even strengthen, their legal and social licenses to operate.
